Brookside Redevelopment

Catherine Way, New Haven, CT

The Brookside Development, which consisted of two phases, is a part of the West Rock Revitalization Plan. Brookside Apartments involved constructing 222 units of housing, with 20 of these units being homeownership replacement units. The Brookside Phase 1 Rental development contains 101 affordable rental units in 28 rental buildings and includes a management/maintenance building with a community meeting room.  All of the units are tax credit eligible units whose residents will be qualified under Section 42 of the Internal Revenue Code.  Of the 101 affordable rental units, 50 units are public housing units that benefit from a Section 8 operating subsidy under a mixed-finance amendment to the Annual Contribution Contract.  Of the remaining 51 units, 50 benefit from a project-based Section 8 subsidy under a Housing Assistance Payment contract. The total development cost was approximately $42 million.

The Brookside Phase 2 Rental community also consists of 101 rental units, including 50 public housing replacement units and 51 project-based assisted units. The total development cost for this phase was approximately $29 million.

Miller, then-CEO of the Glendower Group, directed the entire master planning and redevelopment process.
