Ribicoff Cottages (Renamed Twin Brooks Properties at West Rock) comprises two phases and replaces 100 units of deteriorated housing at Ribicoff Cottages that have been demolished. Phase 1 consists of a mix of 11 market-rate units that have six, one-bedroom units and five, two-bedroom units along with 44 units of RAD and LIHTC units that have one to four bedrooms. Phase 2 consists of 51 RAD and LIHTC units including 39, one-bedroom units and 12, two-bedroom units. The units range from 878-1695 square feet and include access to a community room and gardening area.

This RAD project is part of the West Rock Transformation Plan that was developed in consultation with the West Rock Implementation Committee. The Plan includes the demolition of 591 units of obsolete public housing and the construction of 450 new affordable, homeownership, rental, and market units. The revitalized community includes a magnet school, new streets, commercial space, open areas, community space, and two new access roads to the nearby Town of Hamden. The new development serves to provide a positive impact on the areas of Westville and Hamden, especially since the recent removal of the “fence” along the Hamden town line and with the opening of new businesses at the commercial space available at Wilmont Crossing. Along with the result of a beautiful community, this West Rock mainstay also provides an opportunity for much-needed affordable housing in the city of New Haven, construction jobs, and other contracting opportunities for local, women, minority, Section 3 and resident-owned enterprises.

The West Rock Revitalization Plan was a response to the opportunities and constraints ECC faced in developing alternatives to traditional public housing in a naturally beautiful, but physically isolated setting. The West Rock Revitalization Plan’s mix of residential unit types and income levels took advantage of the area’s geographic and demographic setting. The West Rock community consisted of 4 distressed public housing developments – Brookside, Rockview, Ribicoff Cottages, Ribicoff Terrace, and a deteriorated strip mall. The Brookside, Rockview, and Ribicoff developments were developed by The Glendower Group, Inc. These distressed developments have been replaced thus far with 440 units, 9,000 square feet of commercial space, and almost 5,000 square feet of community space at a cost of approximately $164 million.
